is the Minister for Immigration and Multicultural Affairs. His article is based upon a paper delivered at the Samuel Griffith Society.

was the Foundation Director of the Centre for East Asian Studies at the University of Western Australia, and is a member of the Faculty of the University of Notre Dame, Western Australia.
