PROFESSOR RICHARD G. WILKINS

is Professor of Law and Managing Director of the World Family Policy Centre, J. Reuben Clark Law School, Brigham Young University.

MR. DENIS BURKE

is Chief Minister of the Northern Territory, and his article on Mandatory Sentencing is based upon a paper presented by him at a Conference of the Samuel Griffith Society in Sydney in November 2000.

MR. PETER RYAN

is a former Director of Melbourne University Press, who is now inter alia the Executive Officer of the Council of Legal Education in Victoria, who has written many articles and books on national and international affairs and who gave an address on The Whitlam Years at the November 2000 Conference of the Samuel Griffith Society.

MR. ALEX ENCEL

has been one of the largest Australian importers and distributors of high quality audio and television equipment, and has taken particular interest in the introduction of digital television in Australia.

LT. COLONEL NEIL JAMES

is a member of the Australian Defence Force whose military career has involved a wide range of regimental, instructional, staff and research appointments including service in Malaysia, Singapore, Britain, Germany and Canada, and U.N. duties in Kashmir, New York and Iraq, and who is the author of many articles, publications and papers on defence, including Working Paper 59 of the Australian Defence Studies Centre, on which his article is based.

DR. I.C.F. SPRY, Q.C.

is a Queen's Counsel and a former member of the Melbourne University and Monash University Law Faculties.
